An admin on the portfolio can. The documents still have to match the business.

Business verification rejected after re-uploading the same documents

If Meta rejects business verification and you upload the same scans again, the status usually stays rejected. Fix the mismatch Meta named: legal name, address, registration number, document type or clarity. Re-sending an identical file without a change rarely moves the check. Meta decides when verification passes.

What to change before you upload again

Match the legal name on the portfolio to the document exactly.
Match the address and country to the filing or register extract.
Use a current document type Meta lists for your country.
Crop nothing important; avoid glare and cut-off edges.
Do not open a second portfolio to bypass the rejection.

Steps

Screenshot the rejection and any reason text.
Compare every field on the portfolio to the document.
Replace only the file that was wrong, with a clearer original.
Submit once, then wait for the new status.
If ads stay blocked, check Account Quality for a separate notice on the ad account or profile.

What not to do

Upload five versions of the same PDF in one day.
Change the business name on the portfolio to force a match without real legal basis.
Hand documents to a stranger who messages you as Meta support.
