Can I switch the campaign to another Page?

Only if that Page can advertise and the profile is not restricted from advertising.

Is this the same as a disabled ad account?

No. The ad account may still be open. The Page notice is separate.

Page restricted from advertising but ad account still open

Account Quality can show a Page restricted from advertising while the ad account still looks open in Ads Manager. That is a layer mismatch, not a green light to keep boosting. Ads tied to that Page can fail or stay limited until the Page notice is handled. Map each notice to its asset, then request a review on the Page if Meta offers one.

Why Ads Manager looks fine

The ad account status can stay active while the Page is limited.
Boosts and Page-backed campaigns still need a Page that can advertise.
A profile-level restriction can sit next to an open ad account too.

Steps

Open Account Quality and list Page, ad account and profile notices separately.
Screenshot the Page restriction wording and date.
Fix anything the Page notice names, such as content or access issues you control.
Use Request review on the Page when the button is there.
Do not assume the open ad account means the Page limit is a glitch.

If both Page and ad account are limited
