Two separate problems
- Disabled: an enforcement status on the ad account or related asset.
- Open balance: money Meta shows as owed or pending on that account.
- Clearing the balance does not make a review pass by itself.
- A review does not always remove the balance line.
Steps
- Screenshot the disabled notice and the billing balance with the date.
- Pay through the official billing screen if Meta still accepts payment.
- If you cannot pay on a disabled account, read Meta's help for that state and keep records of attempts.
- Request one review that names the asset and any billing step you completed.
- Do not hand card details to anyone messaging you as Meta support.
What not to do
- Open a new ad account with the same unpaid method to dodge the balance.
- Assume prepaid funds trapped on the disabled account will move automatically.
- Delete the ad account before you save IDs and invoices.
