Advertising restriction labeled final with a zero balance

A notice that says the decision is final, even when the ad account balance shows zero, is not proof that Meta picked the wrong asset. Open Account Quality and check which layer is limited: your profile, the ad account, a Page, or the business portfolio. Request a review only where Meta still offers one. A zero balance does not clear a restriction by itself.

Check each layer

LayerWhat to look for
ProfileRestricted from advertising
Ad accountRestricted, limited or disabled
PageRestricted from advertising or Page notice
Business portfolioPortfolio-level limit or verification block

Steps

  1. Screenshot every Account Quality and Business Support Home entry with the date.
  2. Note which asset each final or restricted line names.
  3. Fix anything you can still edit on that asset, such as a payment or verification item.
  4. Use Request review only on an asset that still shows the button.
  5. Do not open a new ad account from the same restricted profile to work around it.

YOUR QUESTIONS

Frequently asked questions

Is final always the end?

If Meta still offers a review on that asset, you can use it. If no review is offered, focus on access, billing records and any separate notice.

Can profile and ad account both be limited?

Yes. Treat each notice on its own asset.
